i was thinking that all pictures on pixabay.com are public domain and i thought that we are free to use any picture for commercial or non-commercial purposes. but i saw this link; https://pixabay.com/service/terms/#license and there it says ; "The Pixabay License does not allow: sale or distribution of Images or Videos as digital stock photos or as digital wallpapers; sale or distribution of Images or Videos e.g. as a posters, digital prints or physical products, without adding any additional elements or otherwise adding value; Please be aware that while all Images and Videos on Pixabay are free to use for commercial and non-commercial purposes, depicted items in the Images or Videos, such as identifiable people, logos, brands, etc. may be subject to additional copyrights, property rights, privacy rights, trademarks etc." how can i be sure the image i use from pixabay.com is really public domain? and if i change the extension of the file i take from pixabay.like from jpeg to gif,or tiff or pdf etc....would it be adding a value to the image?or how cad i add a value to the picture? i am asking this just to understand...for example if i take a pucture from pixabay and i change the color of it,then i can sell it as a digital stock photo or digital wallpapers?
